that looks like xfce and is used for some displays that display ads. this one wasnt displaying them currently instead showing this.

This actually seems to be a trend, like that shoe store, with debian running fluxbox, Leroy merlin, runs some distro with KDE4 on their cash registers, or that one fish restaurant who clearly has the GNOME top panel visible on their ordering display. (You can actually open other software like the calendar or the terminal.)
