i7-14700 vs i7-14700K TDP question (65w vs 125w)

I’m a little confused as to the differences between the i7-14700 and i7-14700K regarding the TDP rating.
Will these draw the same at idle, but that the 125w might use more if needed, and that the 65w caps?
Or are the idle power draws different?
And would there be an appreciable thermal difference? My kid has a PC with a i5-12600K and RTX 3070ti that raises the ambient temp in his room by at least 5 degrees. Is that even avoidable with modern GPUs and CPUs?

i assume this is the real question.
it is very avoidable, and the best solution is tuning. set a framerate cap, and limit the cpu power draw in bios. turn off RT. heck, you can drop game settings to reduce heat/load on the gpu. you can drop the 12600k power down a lot and suffer basically no performance penalty in gaming. there's probably additional stuff you can do with the gpu, but i'm not super familiar with nvidia's tuning options.
the 14700 is power limited as shipped and the 14700k is not. both can suck down heaps of juice in a burst, but idle power draw is the same and quite low. same deal with power limiting the 12600k- if you're doing lightly threaded work the performance difference is small.
read up on intel 13-14th gen degradation issues. you already have a good processor and this upgrade won't help with power consumption.

I’m coming from an ancient but cool and quiet Dell with i7 6th gen with a not so powerful 1660 super, so going modern is a big leap.

It's not going to make a noticeable difference in the temperature of the room. You would have to go to something much less powerful and more efficient, like a gaming laptop, and even then the room is going to get warm when gaming for longer periods of time.
The GPU also puts out a lot of heat, so combined, it's like a little 500 watt or so space heater running when gaming.

idle, the 2 chips should be similar. under load, I expect the 14700 to draw like 100W, but I dont have a nice chart for that.
