Is this a good starting point?

Hey all, I've been looking to build a new pc. Now I have the opportunity to buy ram and a mbd for cheap from a friend. It is the ROG STRIX b450-f and for ram 2x8 corsair vengeance RGB pro 3200. Would this be good to build on or is it better to start new? My budget is +-€1000. Willing to spend more if it really is better. Can you give me suggestions on what parts to add or if it is better to start anew suggest parts for a good pc for about 1000 euros. Looking to just play games (lol, cs2, but also some AAA singleplayers like rdr2) with great quality and also some longevity ofcourse. Living in the Netherlands btw! Any help would be great, thanks!

Go with a rtx 2080 super with like a i7 that’s prob like 600 if you have your pc in a place your can’t see it go for case that doesn’t matter for looks and ram well I would go for 32 gigs don’t know match about ram and get a motherboard witch supports i7 cpu
