Windows Server 2025 Predicament

Unfortunately it looks like we are running into the issues outlined in a previous thread (https://www.reddit.com/r/sysadmin/comments/1gk2qdu/windows_2022_servers_unexpectedly_upgrading_to/) where our RMM pushed the Windows Server 2025 update since it was classified as a security update. We are in a unique spot however in that while all of the servers installed the update, none of them have rebooted and officially upgraded to server 2025. Is anyone aware of a way to keep the update from finishing on reboot, or am I SOL?

Bottom of the update page lets you know how to uninstall it via DISM/Remove-Packages

Seems like the KB is mislabeled/mis documented on that page. After some digging through packages, I found the correct one, but get an error saying "Permanent package cannot be uninstalled.". I'm assuming that's my answer, but I'm open to other ideas if you had any.
