Could this be caused by a limpet?

Found this piece of kelp with many limpet holes, and then this odd formation which is limpet shaped but I’ve never seen one with the edges pushed up like that.

Laminaria seaweeds have these sucker like root systems to hold onto rocks. They're called "holdfasts" 🙂

This isn’t the holdfast, it was tiny barely larger than my finger on a very large piece of seaweed, I’ve seen many holdfasts, this is a different look entirely, thanks for the suggestion though.
