Help Me Optimize My PC Build: Save Money, Reduce Bottleneck, Keep FPS!

Hey all! Trying to save some money on my build without sacrificing FPS, and also want to reduce a bottleneck. Here’s my current list: PCPartPicker Link. Any advice?
Ideas so far:
1. CPU/GPU: Swap Ryzen 5 5600X for a Ryzen 5 5600/5500. Downgrade from RTX 3060 Ti to RTX 3060 or RX 6600 XT for 1080p gaming.
2. Motherboard: Go for a B450 or B550 board if VRM cooling is decent.
3. RAM: 16GB DDR4 at 3200 MHz is a solid, cheaper option.
4. Power Supply: 500W-550W should work fine, as long as it’s 80+ Bronze/Gold.
5. SSD: Choose a budget NVMe like Crucial or Kingston.
6. Case & Cooling: Simple case with decent airflow and stick to the stock cooler if not overclocking.

CPU is coming out soon, pricing should saturate the 2K budget, and updating motherboard BIOS will be necessary (features BIOS flashback button). Motherboard's TDP support is about maxed with that CPU, but there shouldn't be any significant performance degradation.
Consider running Windows 10/11 deactivated temporarily, purchasing the license directly from Microsoft at a later point. Relative hardware cost can fluctuate significantly, but not the license cost. Excluding it from the initial system budget can allow for improved value propositions.

At 4k the GPU will be the bottleneck, go for the 4090.
Spending more money is the best way to reduce bottlenecking.
