SID question

Okay I always get confused about this. If I’m about to takeoff and ATC says, “climb and maintain 2000 expect 5000 10 minutes after.” When do I climb to the MEA on the SID (I’m being radar vectored). Also what do the numbers in the following image mean?

You don't climb to the MEA on the SID. You climb to 2k, then higher when cleared.
What numbers? The takeoff mins? Well, what are standard takeoff minimums?

Mainly what does the 400-2 1/2 mean? I know standard takeoff mins just confused on what that first part of RWY 16. I appreciate the quick response.

Means you need 400 ft ceilings and 2 1/2 weather instead of standard, assuming the standard climb gradient. If you can climb at a higher gradient, in this case 325' per NM to 1100, then you can use standard takeoff minimums.

Also the reason they say "expect" is for lost comms, which is really what most of IFR flight planning relates to. So if you lose comms and can't reach them 10 mins after your initial altitude, you continue to that higher altitude and then on the route you were assigned, or the route you filed. This is something in IFR that's unintuitive for VFR pilots in that you actually continue to fly the plan in the event of lost comms, rather than returning to the airfield or somehow terminating your flight.

I did not. OP asked about when they climb to something they don’t need to climb to and then asked about mins which is unrelated to the climb. So I guessed student pilot and threw in bonus knowledge. And why the fuck am I having to reply to this nitpicking bullshit? Also feel free to do the same and tell them a bit about climb rate which is part of the “numbers” they’re clearly unfamiliar with. Fuck sakes.

You don't. You were cleared to 2000. Stay there until told otherwise. Nobody cleared to you "the MEA".
The "expect" altitude is for lost comm. Remember "higher of MEA, Expected, or Assigned" for lost comms? That's the 'expected'.
For runway 16 you need 400 ceiling and 2.5 visibility as takeoff minimums, -OR- you can use standard takeoff minimums IF you can maintain a climb of at least 325ft per nautical mile until reaching 1100.

Your clearance is for you to climb to 2,000 immediately after takeoff and await further instructions. The "expect 5,000 10 minutes after departure" part is for lost communications; if you are unable to communicate with ATC 10 minutes after takeoff you would then climb to 5,000 and thereafter comply with 91.185.
A clearance to "climb via the SID", on the other hand, is to do exactly that and the SID itself will usually have a specified "lost communication" procedure.

If you're being radar vectored, you climb to the altitudes on the SID when you are vectored onto the departure and told to "climb via the SID".
Those takeoff minimums refer to minimum ceiling, visibility and climb gradients you have to have if you have to comply with 91.175(f), which you will note does not include flights conducted under Part 91. That same regulation also defines what "Standard" means depending on how many engines your airplane has.
