I've seen that at The Woodshed at Big Cabin. I add a couple of drops of Dawn dishwashing soap. I'm sure there are other truck stops...err... "Travel Plazas" that do this.

I've just seen this for the first time at the pilot by the Indiana/ Ohio state line. I thought that it was awesome of them to have a nice supply to go around that isn't going to get kicked over, lol.
