I think it's supposed to be a mobile firing position. Just like 100 years ago people used horses for this purpose. You can reposition very quickly and fire off shots from a slightly elevated position, e.g. over berms, then scoot.
They are not cavalry, but mounted infantry (recon/skirmish). Horses are a way to move faster.

If that's supposed to be a rapid moving position for harrassing fire, it looks the same as what WW1 mounted infantry did. Not supposed to be fired on the move, rather a very quickly repositioning gun that can also clear low obstacles in a sort of a "hull-down" position.
