Not often. Often is probably limited to the Philippines. Zip guns are more relivant to areas where guns are reasonably availible but not to all groups (for example if poor people can't afford them).

That's the joke, it's a genine zip gun (a homemade gun that's fired by just slamming the cartridge), but it also has a literal zip tie in it.

Probably has a spring inside that compresses when you pull it back, then just let go of it and it slams forward

Judging by the barrel, it's supposed to use .22LR or even a ramset construction tool cartridges maybe, so the weight of the bolt and the spring together are supposed to contain the pressure. Like, in an open bolt .22.
