The subreddit this comes from has an agenda that may be agreeable or objectionable to the people here but that's beside the point. The content of the post I've crossposted here screams one message to me loud and clear:
For the love of god, make sure you have a way to break your car's windshield and free yourself if the vehicle is trapped in floodwaters **so that you don't drown.** A lot of the people who've been killed in this disaster drowned in their cars, unable to exit their vehicles. It's so easy to overlook.

You can buy super cheap center punch things on Amazon, I ziplock one to every single door handle in my car. They have an emergency release thing so you can pull them right off.
I get them for Christmas stocking stuffers or tape them on top of the gift as a decoration lol

That's a great idea for a location in the car.
But by ziplock are you talking about plastic baggies or a plastic zip tie? I'm guessing the latter but was wondering to be sure.

Zip ties, they seem to work best. I buy the super small center punches, they are like 2” but still have the seatbelt cutter tool.
I watched way too much of that rescue 911 show when I was really little and so many cars would get stuck underwater and it just seemed like the scariest thing ever to a 10 year old.
Then this bridge I drove over in Minneapolis every day of my life collapsed into the water and my fears came true so I was even more adamant about finding a way to make sure I can escape.
But really, escaping fire after a crash or maybe seeing a crash and being able to help makes me feel so much safer.
I keep a big fire extinguisher in my trunk too. I can’t imagine how traumatizing it would be to come along a crash and not be able to help. I have those CPR masks and other stuff in my trunk bag as well as stop the bleeding type bandages. I’ve never needed any of them, but I come from a Y2K prepper mother so I guess it’s ingrained in me lol

So ever since I watched I robot I've had a deep worry about drowning in my car I keep a tool forget it's name that has a glass breaker and seatbelt cutter on it in all my vehicles.
I have 3 in my main car and I keep them in the doors.

An Automatic punch will work.
There are also safety tools specifically for breaking windows that most people have probably seen by now.
Really anything that concentrates force into a small area-- anything pointy and hard-- should work.

That's why head rests are designed as they are... the bottom metal pieces are specifically made to break windows for egress

Unfortunately not too many people know about that. Plus getting that out sometimes in certain cars can be very difficult especially when you're panicking because your car is feeling with water.
A dedicated glass break hammer/seat belt cutter is in my opinion a much better option to have in every vehicle.

I have my window and seatbelt tools wrapped in tape and paracorded to the seatbelt anchor. Got flipped in an accident and my tool was not where I left it. Was stuck in the car until fire dept arrived 30 minutes later. Now it will always be right where I left it. I said tools cuz I have one on each side.

Emergency glass breaking hammer with a point/cone tip, an automatic center punch, or a tungsten point.
Leatherman makes folding scissors for rescue situations. Has heavy scissor shears, a tungsten point for glass, and a blade for cutting seat belts.
The automatic center punch is my favorite, get one that is pen sized and light duty, not the heavy duty kind. Keep in mind the handle on the scissors are rough on you hands because the thumb/finger contact area is a bit narrow. If they made them wider in a revision I'd consider them as a substitute.

I said this in a different post and got hell for it but unless your in a ocean, a lake or a semi debris body of water jackets won't be of much use. Spain and north Carolina go look at the videos of the literal forest being swept into city's. A vest at best is being shredded in that and worst pinning you down. High ground and being and being anchored is your best bet.

"Many" is doing a lot of heavy lifting in a very biased posting with no real evidence. The majority of comments in that post appear to be from people alleging to be locals, indicating most of the dead were elderly trapped in their basement and ground level homes rather than people trying to move their cars as the OP of the original post baselessly claims..
This post is really just someone on a soapbox with a grudge against cars in a sub tailored towards exactly that. It's not actual data based on facts and reliable sources.
