How would you interpret this ODP?

I've read through a bunch of ODP's and they all seem to make sense, however this one has me stumped a little bit. It's for Boulder City in Nevada: >Rwy 27, climbing left turn on heading 140°. Do not exceed 200 KIAS until turn completion, thence... ... intercept BLD VORTAC R-150, continue climb to 7600 on BLD VORTAC R-150 to LYNSY INT/BLD 21 DME. The way I read it, I turn left to heading 140 and wait to intercept the R-150 ... but with only a 10 degree intercept angle, it seems like it'll take many miles to actually intercept. And then if there is a strong wind coming from the east and I'm sitting on a heading of 140, I may never intercept. Am I reading this correctly, or should I be interpreting the "thence" part as "turn further left past 140 to intercept the 150 degree radial.
