How would you interpret this ODP?

I've read through a bunch of ODP's and they all seem to make sense, however this one has me stumped a little bit. It's for Boulder City in Nevada: >Rwy 27, climbing left turn on heading 140°. Do not exceed 200 KIAS until turn completion, thence... ... intercept BLD VORTAC R-150, continue climb to 7600 on BLD VORTAC R-150 to LYNSY INT/BLD 21 DME. The way I read it, I turn left to heading 140 and wait to intercept the R-150 ... but with only a 10 degree intercept angle, it seems like it'll take many miles to actually intercept. And then if there is a strong wind coming from the east and I'm sitting on a heading of 140, I may never intercept. Am I reading this correctly, or should I be interpreting the "thence" part as "turn further left past 140 to intercept the 150 degree radial.

The text of the procedure is to fly heading 140 until intercepting the BLD R-150 southeastbound; the purpose of using the 150 radial is to keep you away from higher terrain to the east; it is also an airway radial so it makes for a smooth transition to the enroute environment. Obviously with a strong east wind it may be impossible to intercept the 150 radial on the specified heading; you are permitted to use your own initiative as PIC in such a scenario if it is clear that you are not actually on an incercept heading.

LYNSY is a pretty good distance from BVU — nearly 20nm — giving a decent amount of time to intercept. Also, I'm not familiar with the area, but my bet is that you'd get further instructions from ATC well before even intercepting the radial. From a practical standpoint, ODPs are just a way to get airborne safely before establishing radio contact with ATC. (Obviously they also serve a NORDO purpose, but still.)

It’s telling you the interception angle. Don’t think, just fly exactly as written.

Totally get it, that's the definitely the mindset I've tried to keep through instrument training as a low time instrument pilot. I guess this one just had me questioning more than usual, as most if not all other ODPs I've read have instructed to "turn right to intercept radial" as an example, not sit on a specified heading to intercept which is why the wind correction scenario popped into my head. Just going to read it as black and white going forward though.
