What temperature do Americans consider "hot" and "cold"?

I've been following the NYC sub and people are talking about how it's the coldest start to summer ever, at 72F. I also have seen on the San Francisco sub people saying that nobody wears shorts in the city because it's "too cold" even in summer. But where I'm from in Ireland these temperatures would be a warm summer's day. Here shorts and t-shirt weather could start at about 64F. I noticed this as well when I visited Spain in November - temperatures were around 64-75F and all the locals were out in jumpers, some even coats and scarves, while we were shorts and t shirts the whole time. I know the answers will obviously differ by state but just curious as to how different our hot/cold tolerances are.
