No it's a joke, these OICW concepts usually dont work out because adopting a whole new family of incredibly complicated and absolutely huge weapons usually isnt worth the barely considerable advantages over just carring regular rifles with underbarrel/seperate grenade launchers.

Am I wrong or is there another issue on the topic related to these sort of weapon ideas being illegal? I remember the XM-29 being a massive controversy because it wasn't until late in it's development that people started pointing out it technically constitutes a war crime, and the concept behind that weapon is pretty much the same as this.

that could well be a contributing factor, though I'm not sure on the legality issue. In my opinion there is no apprechiable difference between a combatant being blasted by a 40mm dual purpose grenade regardless of what gun it was fired from (or which drone it was dropped from these days).
Whatever the case may be, I do think that conerns of training, cost and logistics far outweigh any consideration most nations would have for the laws of war. Those can be changed, after all...

Even sweden the rule following nation that we are said f it and keeps our cluster munitions. We tried to get it classed as non cluster munition but failed.
Everyone knows that if war happens we will deploy them.

The problem becomes actually procuring it and how to continuously train with them.
If you take the cluster munitions we have it's not that hard.
We had already procured them and "we can't cancel the contract" excuse. Then we have the fact that fighter pilots aren't that many, they are used to secret stuff and we can train them in a simulator for the small difference compared to other munitions we have.
But a new weapon that regular soldiers are going to get issued is a whole different ballgame.
But you could always go through the route of officially not allowing the 40mm and 5.7 bolt be in the gun at the same time. Thus circumventing the rules.

There was concern that the air burst grenades fired by the XM25 (a standalone version of the XM29s grenade launcher) did not contain enough explosives to effectively kill a target, and would often only wound them. Since using weapons which only wound targets is illegal under the laws of war some argued that use of the weapon constituted a war crime.
However, there was never a definite decision about whether the weapon was a war crime. And both the XM25 and 29 were most likely too expensive to justify the small increase in effectiveness they offered over conventional weapon systems and therefore were never fully adopted.

I’ll tell you what I do like though: a killer, a dyed-in-the-wool killer. Cold blooded, clean, methodical and thorough. Now a real killer, when he picked up the ZF-1, would’ve immediately asked about the little red button on the bottom of the gun.
