Texas online driving school but guardian doesn't have driver's license

A Family friend's son is 16 years old is in school during the day and work in the evenings. For that reason I suggested virtual online defensive courses would be the best solution but all self taught minor classes require on the road training with a approved road instructor (it being a guardian / parent with a valid unexpired driver's license or paid private instructor).

What other options does he have if his mother doesn't have a license to fulfill his on the road hours? She knows how to drive, she has her own vehicle, but ineligible to obtain a license herself. He has an older brother but from what I understood it said it family members besides guardian does not qualify.
