Texas online driving school but guardian doesn't have driver's license

A Family friend's son is 16 years old is in school during the day and work in the evenings. For that reason I suggested virtual online defensive courses would be the best solution but all self taught minor classes require on the road training with a approved road instructor (it being a guardian / parent with a valid unexpired driver's license or paid private instructor).
What other options does he have if his mother doesn't have a license to fulfill his on the road hours? She knows how to drive, she has her own vehicle, but ineligible to obtain a license herself. He has an older brother but from what I understood it said it family members besides guardian does not qualify.

The following is from one of the approved online 'parent taught' courses:
"In order to be a parent instructor, you must meet all of the following requirements:
You must be either the student’s parent, step-parent, grandparent, step-grandparent, foster parent, legal guardian, or an individual designated by your parent/legal guardian/judge."
There are a few other restrictions mentioned in the page for a designated instructor (e.g. 25yo+, can't charge a fee, 7 years of driving experience, valid Texas DL for past 3 years, etc etc).

Yes but his mother doesn't have a valid licence so is there any other way?? I'm sure there are other kids (like orphans & runaways) out there that possibly don't even have a parent / guardian so what do they do ?

"... or an individual designated by your parent/legal guardian/judge." Anyone who meets the other qualifications (you, for example) can be designated by the parent on the driving program application paperwork.
