Recurring issue of no video output to display from GeForce RTX 3090

We have a Dell Precision 7820 Tower running Ubuntu 22.04.5 LTS and a GeForce RTX 3090 GPU card, that's mostly connected to via SSH and/or NoMachine but has a Dell display attached to it that has a recurring problem of "no video signal detected" on the display.
HDMI cable and MiniDP cables have been used, yet both have the same issue.
We've also swapped out different display models and seen the same behavior.
No KVM or anything is in between the server and the display.
The machine is not asleep and when there is no video signal one can SSH into it or connect via NoMachine.
I'm flummoxed what might be causing this.
Ideas?

You're flummoxed? You've replaced everything in the video but the video card... and you're flummoxed?
... substitute video card.

That's definitely a possibility.

So exchange video cards and verify all the other pieces in your setup are good.
Diagnosis by substitution can be very good, unless you half-ass it.

Yep, we're gonna add a separate consumer card and use that just for video output, and see if that doesn't do the trick.

And if it works, you can safely deduce that the video card was bad.

Well at least we'll know if the digital video out on that card is bad, as its GPU capabilities are fine. Thus the dilemma of ditching a $1500 video card.

Have you tried updating the Nvidia drivers from the updated graphics ppa?

Drivers are up to date
