Will my ryzen 5 3600 bottleneck a nvidea 4060 ti

I'm wanting to upgrade my pc, im currently running with a rtx 2060 6g which has done me surprisingly well for a few years, im more interested in graphics and making my games look sexy (due to where i live i dont get good wifi so fps games are just a struggle).
Before you say it i dont want to leap to a 4070 thats an extra $300 (AUD) which I dont have not including how i'd definetly have to upgrade my cpu for that! Alternatively ive been looking at amd and the 7700tx is apealing the thing is that ive heard amd isnt the best for graphics and more so fps (correct me pls)
I had a look on bottleneck checker at it said im at 30% whatever that means, but alot of people say the website is crap and useless thats what has left me confused. If bottlenecking is the case the cheapest alternative would be appreciated :)

Yes the 3600 is not a top end cpu, but honestly the 4060ti is probably an okay pairing for it. You could consider upgrading to a 5700x3d, but you're going to spend a lot and not get a "huge" uplift in most games. Some games, you'll definitely notice the difference. Personally I'd get a new gpu today, see how it fairs, and if you notice the gpu routinely is below 90% utilization, then upgrade your CPU.
The 7700xt is a great GPU and you should really consider it. Much better value than the 4060ti. Checkout this hiearchy chart here.

4060Ti isn't usually worth the money, it's a lot slower than a 4070 while not being that much cheaper. Basically it's similar to the 3060Ti while the 4070 is better than the 3080. You don't really get a huge improvement with a 4060Ti over a 2060 anyways, so if I were you I'd just save up and purchase a 4070 (or better yet, the Super) when the 50 series drops and the prices lower.
