Need help deciding between 2 builds. Assuming all the other components are comparable, in price and performance, between each build; will the AMD build perform much better to justify the $400 difference?

Build 1 - $1410 CPU: Intel Core i7-13700K GPU: ASRock Challenger OC Radeon RX 7900 GRE Motherboard: Gigabyte Z790 EAGLE AX

Build 2 - $1825 CPU: AMD Ryzen 7 7800X3D GPU: ASRock RX 7900 XTX Phantom Gaming OC Motherboard: ASUS B650-A ROG Strix Gaming Wifi

I know the 7800X3D and 7900 XTX are better than the i7 and 7900 GRE, but how much better? I currently plan to mostly play Baldur's Gate 3 on a 34" 1440p at 165hz. Can I reliably get that with build 1?

Alternatively, how much better would build 2 be than 1 if both had the 7900 XTX?
