Replacing non work PC, trying some form of mini PC, a few questions

I've been using my old gaming PC as a non gaming PC (mostly web browsing), but it suddenly stopped working, when pressing power, literally nothing happen. Since I don't know whats wrong with it, I figured I'd replace everything except the SSDs.
Before using my old PC, I was using an imac, and while I have a lot of problem with them, it was incredibly quiet. I was wondering if I could build something similar in some sort of mini PC format for a reasonable amount of money. My only real requirement is that it can house 2 SSD so that I can re use the one I was using. Otherwise, 32/64 gb of ram would be nice if it can be done without bankrupting me.
Also, could I just plug my old SSD with windows in the new machine without too much issue?

you could have driver mismatches that windows doesn't like. it's best to install a fresh windows.
apart from that, just get one of those mini-pc. there isn't a need to build your own if all you do is browsing the internet.

I like having the clean machine you get when you build your own, plus I already have the hard drive so don't want to buy new one as part of the pre built.

you can also buy those without a storage drive.
nobody prevents you from just formatting whatever was already installed, if there was anything installed.
plugging the old ssd into a new system is not clean, far from it.
