7800X3D Temp issue

About 2 month ago, I built my very first PC. It didn't have any problems for a month or so. But recently, my CPU temp has been strangely high when not doing anything.
Idle CPU temp is constantly around 60C\~70C. The temp is around 40C as soon as I start the PC and spikes up to 60C\~70C range following the CPU Cooler making a lot of noise.
My CPU is 7800X3D and my CPU cooler is Thermalright Phantom Sprit 120 SE.

I've checked the cooler 30 min ago and it looked fine.

Either way, clean the cooler and the cpu and apply thermal paste again. This can also be software issue so try reinstalling your windows.

Which thermal paste do you recommend?

I have no clue, I dont think there is much difference between them. Get something with good reviews on amazon
