Bought a new PSU, CPU running at 90+ C with stuttering in games

Specs:
GTX970 GPU
i5 4690k CPU
ASRock Z97 Killer Motherboard
RM1000e Corsair PSU

Context: I heard a pop when turning on my computer, and a burnt smell came from the PSU. Guessing a capacitor blew. It was a Rosewill 700W if that matters. I didn't try to fix or troubleshoot it, I bought the new power supply (RME1000e). I swapped it out, and used entirely new cords.
The CPU runs at 95C which is extremely hot which is obviously concerning. I don't think I used the wrong power cord, it said CPU on it and it fit perfectly where the old cord used to go. I honestly don't know if the CPU got damaged when the old power supply blew, or if something's drastically wrong with my CPU unrelated to the power supply.
Any help would be appreciated, and whether I should buy a new CPU or if this is fixable. Thanks!

What cpu cooler are you using? And when was the last time you used new thermal paste? You should replace the thermalpaste every 2-3 years if you use cheap paste. 5-7 with better paste.

What cooler are you using? The intel stock cooler will always struggle.

I don't know because it's about 8 years old. I'll get some thermal paste and I realize I should just upgrade my processor in general with a cooling fan fit for it

You'd need a new cpu, motherboard, ram, and possibly psu. Pretty much a whole new computer.
For the cooler, I'd get either a thermalright assassin king or a thermalright Phantom spirit. The peerless assassin is also Otherwif you're in eu, deepcool is good too.
