Increasing CPU Core Voltage lowers performance?! Any help appreciated.

Hello. Total PC noob here.
Specs (I know of)
GPU - GeForce 2060 SUPER
CPU - Intel Core i5-4690K
Motherboard - MSI Z97 GAMING 5
I am playing around with overclocking. These are my benchmarks:
Clock speed 36, core voltage to 1 = 3371pts
Clock speed 36, core voltage to 1.1 = 2588pts
Clock speed 36, core voltage to 1.2 is 2241pts
So my question is, why the hell does increasing my core voltage decrease performance? How does this make any sense at all? Google gives me no answer so I have no idea. Please help. Thanks.

Increasing the core voltage, alone, shouldn't make that much of a difference to anything other than temperatures.
I was playing around OCing a 4670K recently... I can't remember what I settled on though. One sec.

Running idle right now it's at 50 degrees C, but will check when I up it back to 1.1 and start the benchmark again with HWiNFO

Sounds good. FYI I settled at clock speed 40 at 1.2V.
I didn't want to go too crazy - the idea was just a small bump and completely stable.

Checked it while running benchmark at 1.1 volts and it says it's throttling and hits 100 degrees C

Cleaned the case out and now can hit 1.1 volts with core at 36 and benchmark hits 3500 which I'm very happy about, I also have a stock cooler which I don't know if is a big problem or not with the heating

Nice :). Up the clock speed a bit (synced across all cores). I'd wager you can go 38 and still be within reasonable temps. Keep voltage at 1.1.
A better cooler can help, to a point. I wouldn't want to spend much on an old platform though. Thermalright Assassin X 120 Refined SE 66.17 CFM CPU Cooler (AX120 SE-D3) - PCPartPicker This would be great, and would be a HUGE improvement over the standard stock Intel cooler.

My best guess is thermal throttling

Checked it while it was running at 1.1 volts and you're right, it says it's throttling and at 100 degrees C.

I'll increase the voltage up again and check my CPU temperature while the benchmark is running
