Not for that price unless it is actually 98k km and not just the instruments showing that (its five number, rolls over at 99 999km). Parts are pretty near free for those, depends where you live but in Finland you can get engines for those for about 150€.
Check for rust, common spots on mk2 sierras are
Outer front seat mounting points
All jack points
Rear control arms
Front floors, check under the carpet if possible
Rear under the taillights where the side has a seam with the rear metals
Running boards
Looks like it is pretty original except the seats (look like something from a bmw) and the steering wheel and the wheels.
Good price for that would be aroung 3k but sierras are going crazy, hard to tell if the prices are going to hold. If you need more help dont be afraid to ask, i have an identical one to that one (mine is black though) and me and a few of my friends have 7 sierras in total amongst us

These are gorgeous but check out if there are standard parts coming with it, as the steering wheel looks aftermarket.
The standard parts will help to retain the value of the car and it's often hard to get, so check if those parts are included.

I understand the importance of original parts for maintaining value but this car is already at an asking price of 4.5k.. assuming you could get it for 3800, I think we have reached pretty close to the bottom of depreciation.

Yup and we know how most people tread the car with a steering wheel like that most of the time. But that’s my experience the exception in rule is if it’s a full build, at least for me it is. 🤷🏻♂️

Hell yeah, very few of those left these days but all the main parts were super common Ford parts-bin stuff, they've got a following especially the Sapphire / Cosworth.
