But with the rear wheel spinning backwards the chain and cranks would also be in motion I would have mounted a teddy bear to the seat with legs zip tied to the pedals too, or maybe a doll with no head would be better

I don't recognize those bike locks as anything I've seen around Portland... Or Vancouver, WA. Those roads look pretty smooth, and the road paint looks pretty good. I'd guess California.
