I've sailed 15s for a good while now and I must admit this is the first time I'm seeing a loop on one!
Most older boats (sail number <3400) have a 't spar' that runs across the boat for extra rigidity where the main blocks would be mounted, newer hulls are made from carbon fibre and have a centre console (similar to an etchells) as the carbon is stiff enough on its own.

It's called a Loveday loop. Changes sheeting angle to reduce leach tension great in light winds.
