Could you elaborate on how you think that that would actually work?
As of right now I oddly have the feeling that you would approve of HOAs and actually prefer them due to them owning and being in control of the infrastructure within them. With membership being "voluntary". Even though this would result in you not really having it option because not many individuals can't afford to pay for a road to be installed let alone maintained. Thus kind of recreating the exact system that you're against which is taxes to fund these items yet no individual could actually fund them. Which seems worse than what we have now as you'd end up with hundreds or thousands of micro governments with no real coordination between them.
How the heck does that system work that you're pitching for?
