Do you drive into the intersection or wait at the line when trying to turn left?

When trying to turn left at a busy intersection without left turn light and there is no gap with green light on, the consensus seems to be waiting for yellow light AND for the oncoming traffic to stop before turning. What I'm not sure is where should my car stop at when waiting for that yellow light. I see some people wait in the middle of the intersection, while others stop behind the line. Which is the legal and safe approach? Also, if the light turn red before you complete your turn, does that count as running a red light?
