MSI AM5 motherboard fails to reboot (DRAM LED) but boots normally from powered off state

Motherboard: MSI MAG B650 Tomahawk Wifi

CPU: AMD Ryzen 5 7600

RAM: G.SKILL Flare X5 32GB 16x2 DDR5 (F5-6000J3038F16G)

GPU: AMD Radeon RX 7800 XT

PSU: Corsair RM850x

The Problem

As the title says, I can't reboot. When I do, the DRAM fail LED lights up on the motherboard. The only solution seems to be to hold the power button until the PC shuts off, and then power it back on. It boots completely fine like this. If I shut down, it also boots fine. I built this PC about 10 months ago. The issue happened intermittently at first, but now it happens every reboot.

My Testing

First of all, this doesn't happen with Expo turned off, but that's not an acceptable long-term solution to me. I've tried turning Memory Context Restore and DRAM Power Down on, neither had any effect. I ran a memtest that showed zero errors at Expo speeds. I found another thread that said their solution was to RMA the board. With a lack of other options, I also RMA'd my board. I got a replacement, built it... and the issue is still there.

Anyone else run into this before? How did you solve it? Was the culprit something other than the motherboard?
