Tried CMOS battery reset, red CPU LED and DRAM LED both on and computer won’t work

I bought the parts for this PC a month ago, and after hours of trying to get it to work with both ram sticks in, it would only start with one. Since then, I have tried countless solutions, all of which have made no change, up until now. Last night I did a CMOS battery reset. When I tried turning my computer back on, it started, but the cpu and dram lights turn on and don’t turn off. I get no startup processes at all. Please help.
Mobo: MSI B650M-P Ram: Corsair Vengeance DDR5 5200mhz 16GBx2
The mobo features DDR5 compatibility from 4800 up to 6000 mhz. I had the one stick in the DIMMA_2 slot, tried the other in DIMMB_2 when I was optimistic.
To be clear, the PC has been working for the past month with one ram stick in the DIMMA_2 slot.

Maybe try narrowing it down to a bad RAM slot/stick. Lmk.

The issue has resolved itself, and here is the process:
After a certain point, I became so fed up with this situation that I proceeded to ‘bully’ my pc. I was going to keep turning it on and off until I was satisfied. One of those instances worked for some reason, and I was able to open bios and turn on xmp mode. I then installed the second stick, the computer screen flashed saying that a change to the memory had been made (it has never once done this before), and I told it to startup. I had to reenable xmp mode after (probably picked wrong boot option) but as of right now, everything works. I’m still pretty upset because I still don’t know what the issue was, but for now at least everything works.

I'm about to attempt this combo rn and if that doesn't work I'm going to tear this build apart and return the mobo cpu combo back to Amazon.

Sorry for you, but mine has already started up. After activating Expo 1 with ryzen mastered, it started not wanting to turn on, or even display the bios menu.
