Place: beginning of the M1-M7 highway Statue: Memento Park

That is a well known junction for older generations, but I (born in '91) even call this by the name "Osztyapenkó" along with my high-school friends (we grew up in this neighborhood).
This statue is a memorial for a soviet soldier named Ostiapenko. Erected in '51, demolished in '56 then re-erected, and in '93 it is moved (with other statues from the soviet era) to Memento Park.
This place was a well known meeting point of hitchekers trying to catch a ride typically to Lake Balaton. (See the large overhead traffic sign)

A few years ago I heard in the radio that he was ukranian not russian and because of that it should be Osztapenko (not Osztya) but I don't know if it is true or not

Resources I checked also mention that the usual pronunciation with "ty" is indeed wrong. but that is how it became folkloric.

It looks very different now. The statute is no longer in place. Also the road and the whole place is very different. I know because I live very near.

It was built from concrete blocks (not asphalt) and already at that time started to deteoriate in quality especially the right lane. It was completely renewed sometime in the nineties.

The picture was taken in 1990, end of October (between 25 and 28) during the protest called "taxisblokád", when truck and taxi drivers blocked the main junctions and roads in Budapest and other major cities in Hungary, protesting against a huge raise (65%) of fuel prices.

That's the driveway to the M1/M7 motorway. The - long gone - monument is of Cpt. I. A. Ostapenko, a russian soldier who died in 1944 at the siege of Budapest.

It's the "Osztyapenkó". I've only heard about it, but it was a statue near a nighway.
