Cpu usage is at 100%. Is that bad?

Hey everyone. I recently bought a PC from my wife's coworker who is moving away, he gave me a great deal. Everything is working properly as far as I can tell but I am not very experienced when it comes to these sorry of things. After getting all the drivers I needed( I hope all) downloaded I noticed in the task manager that the cpu is always running at 100% even when I am not doing anything.
The cpu is an Intel i7-9700k. I was doing some research and saw that this can happen if there's too many things running in the background or the proper drivers aren't installed.
Did I mess it up somehow? Is it normal for it always to be at 100%? The cooling system seems to be pretty good so will this matter?
Any help would be appreciated. I can provide more info as needed, I wasn't sure what sort of thing would be helpful.
EDIT: I'm going to reinstall windows when I get home from work today, what sort of thing am I going to need to install drivers for? Do I need to look up every part or is it just cpu gpu motherboard?

So Apparently, if you use Chris Titus PowerPlan
It will make your CPU go to 100%, Which Is I really don't like it and it makes me insane that I thought that there is a fucking malware hiding or virus hiding inside my system.
Check your PowerPlan at the control panel, Make sure install your drives like chipset drivers, cpu drivers, gpu drivers and motherboard drivers.

I know this is late but this helped me so I'll leave it here.
If you have Ultimate performance mode enabled ( likely from Chris Titus) tool, that would be the most likely culprit, apart from malware infection of course.

It's not normal with that CPU and I bet my left ball that some virus is mining on that PC because there's no program in idle that would utilize that CPU to 100%, you only get 100% in rendering or other professional programs or when you have 15 years old CPU.

If you mean reinstalling your windows then yes and change your passwords if you used anything important on that PC.

Download and install MalwareBytes and run it to see if there is Malware running

wait until you learn about ransomware, or key loggers, or identity theft, or credit card skimmers. a small process mining in the background is pretty benign in terms of the scale of bad people's shenanigans on the internet

Remove your hard drives or whatever storage you're using, install a SATA III 6Gb/s SSD and put Windows on it. Then after Windows is installed, log into your Microsoft account so it verifies it's you and you don't have to pay for a key again.
Then, when everything is working, turn off the computer and install the hard drive that was originally in the computer. Turn the computer on and access the drive you installed to recover your data.
