This isn’t a violation of Texas Law. The Texas State Fair is not a government entity and attendance policies carried out by the fair are not being implemented by the government, they are implemented by employees of the fair.
Similarly; that year that Project A-kon leased the state fair grounds and did not allow guns, the Texas state government was not running an anime convention. When Pride leases the state fair grounds and does not allow guns, the Texas state government is not running a gay parade.

They were well within the law according to Ken Paxton - until he changed his mind and buried his original opinion.

Also, didn't the state fair, a private entity, itself impose the ban? Isn't it the right of a private entity to ban firearms?

They are not. How do I know? Paxton himself had an opinion out already that non-profits that lease city property can ban firearms. People recently found out so he pulled it.
