What language is this and what would a programmer cost

I know nothing about different languages, what programming language is this web app? What kind of cost is there to that language to keep it maintained and/or to modify and update?

One, this is r/programming. Two, he starts out with saying he knows nothing about programming languages.
The point is that the cost of building software depends much more on what it needs to do than on the programming language, and also we can't reliably tell from the outside what language was used.

This is the correct answer. There is a browser extension, Wappalyzer, if you want to know this kind of info but you can make a web app in any language.

Probably javascript or typescript. Id bet on javascript since the site looks dated and uncomplicated.
To describe the structure of the website you use HTML.
And to describe the look of the website you use css.
Your last question entirely depends on the application and the skill of its developers. Pretty much all websites are made using javascript/typescript, html and css, with some frontend framework like react or vue. Css and html are languages that often get extensions to make them easier or nicer to use, such as JSX, SASS css, tailwind, styled components etc.

A lot of webapps use a server-side language that generates the HTML / Javascript. It can be difficult / impossible to know for sure what's running on the server.

Considering op doesent seem to know much about programming, the question seemed more like "What languages are websites made in" to me.

Its an ASP .net site according to built with.
The language doesn't really impact pay all that much and dot net is a pretty wide spread language. Without knowing any of the details of the app, its complexity, the downstream systems, its impossible to guess the cost with any sense of accuracy.
