This guy put a sticker on my windshield saying I'm parked on a private street, my information has been recorded, and I'll be towed. It's a public street with first-come-first-served parking, so he's salty that I get there first. I spoke to a cop who hangs out on that street and he said there's nothing they can do, but it's confirmed I won't get towed.

Toss a banana up their tailpipe while you're up there. The car wheel drive for a couple miles and then stop as the exhaust fumes back up. They'll be stuck on the side of the road but it's not a big major fix or anything, unless they get shady repair person that lies about what needs fixing.
The other thing to do is put a camera in your vehicle, continue parking there, and get video evidence of the person vandalizing your vehicle with stickers. Then you can go to the police and get him arrested.

I've never tried removing a plate sticker. I just keep layering them. Does the glue actually let go, or do you have to use a knife or something to scrape it off?

Usually the glue is strong enough to the metal surface to require scraping, but they're a lot easier to remove if they've been stacked because you can peel a couple layers down so that the top one doesn't get damaged.

Texas has them as a sticker on the inside of the windshield. Montana does permanent plates with no new stickers if the vehicle is 11 years old.
I like this advice because it would be funny, but there would be exceptions to it working. Would work most places.
Would be pretty funny to report them while they are driving sometime after you took it off.

If you carefully score a sticker in a triangular pattern then stick the sticker on a window it will make it very difficult to peel off as one piece even with a hest gun.

When you get it sorted as to who it is? Peel the reg sticker off their plate. While you’re there, put a subtle “Honk if you also love NAMBLA” bumper sticker on his ride.
Next time he puts a sticker on your vehicle, get a vandalism report on file and be sure to indicate that you witnessed him doing it.

I have personally found some of the sweetest revenge in posting a polite notice on a car's windshield, in the physical form of an 8.5"x 11" Avery self-adhesive label (8165).
Best placed directly in the driver's field of view, these things are hellishly hard to remove, and serve as an excellent and lingering reminder to not be such an abject asshole...

there are some public streets, like those near high schools, that do require resident permits to park there during certain (eg school) hours to prevent high schoolers from hogging the streets (and avoid paying parking fees at the high school lots).

Find a dark license plate cover and glue it over his plates. Guy probably won't notice it for a long while, but if a cop isn't able to scan his plates, the guy is getting pulled over and gonna catch hell for it. Start with a dark cover and double up with a layer of dark window tinting you can get on Amazon. If the extra tinting is placed in vertical stripes, the plate will still be visible and normal to passersby, but cameras and machines won't be able to scan it.
It's not exactly wanting destruction, and it won't result in anything more than a ticket, but it will be expensive. And it might not be noticed for months, so the guy won't be able to trace it back to you.

Look over your car for any existing damages anywhere. Little scratches? Door dings? Next time you see that guy accuse him of keying and dinging your car and show him the damage on your car. Blame him cause you saw him put the sticker on it and so you think they also vandalized your car too. Call your insurance. Removing a sticker from a windshield may not be an option without damaging the glass. Especially if it's a lease, you could be charged for the sticker or the damage done by it. Especially if the text on the sticker itself leads back to that guy, you could press charges for vandalism.
