If the government can spend more on emergencies the government will always create emergencies so it can spend more. Basically the Brazilian government authorized unlimited spendings to deal with the uprising recent fires in the amazon rainforest .

Just a reminder the United States is still in a state of emergence following the September 11th attacks. There are actually 42 active federal states of emergency according to Wikipedia, the oldest going back to President Carter.

I am not libertarian but follow this sub and share some ideas, but not all.
I would love to know how would be a libertarian way of dealing with this situation and the fires that are going on throughout Brazil.

If people want to protect the amazon rainforest forest the libertarian way would be to people to buy parts of it, demarcate and defend it, the state is Inefficient to do so ( the state company responsible for defending the amazon rainforest is 3 months in strike ) .

Buying without government would be worst, though, as it would count on people who want to buy the land to protect, but most would buy to explore as much as possible (they do it today with all the regulations and protections of forests in your land).
In my view this is a lose-lose scenario either way and it is one of the cases, in the same way as crime, that requires a government to stablish the minimum.
I would love to understand more and even change my mind, though!

Man I dont know .. Beating the shit out of the farmers that set their fields on fire every dry season I guess would be the way hahaha... sao paulo has 20 million people coughing and spitting for 3 weeks, no one escaped it unless you closed off all windows and doors and have a filter on the AC

I live in Sao Paulo and I have not seen the blue sky in 3 weeks even though we had no overcast weather. My nose is clogged and people are removing and cleaning ashes inside their apartments ... For 3 weeks Sao Paulo ranked the most polluted city in the world. Today was the first day of rain in a while.. These fires are so devastating. It needs to be stopped next dry season
