GPU fans spin for a few seconds then stop

This is my first time building a PC and I was having some problems with getting a boot screen. When powering on the PC: the psu never spins. The GPU fans start spinning but then slows to a stop after 5 seconds. The cooler fan stays spinning the whole time. Nothing gets displaying on the monitor. Here is the parts list.
CPU- AMD Ryzen 7 5700x CPU cooler- NH-L9a-AM4 Motherboard- B550i Aorus Pro AX GPU- RTX 3060 OC 12 GB RAM-Corsair Vengeance LPC 32G Memory- Acer FA100 Power supply-Lian Li SP850
It’s not the cables (I used to different sets) When trying another pc’s 1070 GPU, all the fans start working but nothing was still displaying on the monitor.

Sound for me more like a monitor problem. PSU and GPU fans not spinning can be fine especially when they are in eco mode. I would try the following steps:
First thing I would check is if you put the cable in the right port on the computer. Don't put it in the hdmi port on the motherboard since your cpu doesn't have integrated graphics but put the cable in the ports of the gpus.
Does the motherboard Debug light or monitor show any errors?
Have you tried another HDMI/Display port cable and is it connected the right way if it is a directional cable (which some cables can be, with little arrow in with way the signal can go)
Does the monitor work when plugging something else or is it for example just switched off and is the monitor set to the right input like Hdmi if you are using hdmi

So most modern GPU including yours have a 0 RPM mode which means that if there is no- or low load it will not run it’s fans. Same for PSU. Check a couple of things that are the most common issues if a system doesn’t boot.
