Absolutely not. If you want a puddle of oil that's lost much of its flavour then sure, put the cheese underneath. If you want actual melt cheese with substance then it needs to go on top. Happy for some to go on the bottom AND on top, but the bulk of cheese should be on top. It should melt anyway as long as your beans are hot enough.

No, I know shit cheese. I use quite a variety of chese. Occasionally shit cheese if I have a particular need but also normal decent cheese and was subscribed to a luxury cheese delivery for a while lol. I really like cheese. Any cheese can melt, but the expensive stuff melted the most! It was delicious but a soft, creamy, but strong tasting cheese. Melted in your mouth, was amazing. But also melted when warm. I'm not talking about oil "leaking" out, I'm talking about the whole cheese just melting past the point of being soft ans turning into oil! It happens with all cheese depending on the heat.

It's the opposite. More mature and aged cheeses produce more oil when they melt. Younger less mature cheese is more "melty". As maturation takes a not insignificant amount of time it costs more.

If it’s baked beans like in the picture, it really doesn’t matter. However if it’s just cheese and the baked potato then it has to be melted. Also a chilli con carne filling, I would have the cheese melted, still wouldn’t matter if cold cheese was sprinkled on the top, would partially melt anyway.

Packets of pregrated cheese lose all flavour when they melt. So no, in that circumstance I'd prefer it not melted. At home, obviously you've got to have enough cheese for the bottom layer to be melted by the beans temp and the top layer to be insulated enough not to melt, with that sweet spot in the middle with wilting cheese.

No, it will melt down soon enough. My canteen sells the cheese separate and you make up your own. Suspect same set-up - potatoes cooked (they have a special cooker for them) and then kept warm until toppings added to order or by you. Cooking a potato properly takes a while- not everywhere microwaves their food.

I would hope that the potato + topping would be hot enough to melt any cheese added on top (unless the topping is meant to be cold, like tuna mayo). In a baked potato + beans, I personally like mash some butter into the potato, put the grated cheese on, then top with beans.

I guess the theory is the potato and toppings should be hot enough to melt it, but reality doesn't match up to that. People flogging potatoes at car boot sales don't really care if their product is flawed. People buying them probably don't care enough to ask as your comment suggests. I'd hope they could at least zap it in a microwave.
