You have to seek prior approval before installing the antenna, and also it is likely that your HOA deed restrictions already addressed HAM antennae:

They can continuously fine you for the bat roost - federal law only prevents you from taking it down.
However, the law prevents you from facing repercussions over antenna entirely. It was meant to prevent banning satellite receivers mostly, but it applies to the big towers too.
