Do hours flown in other countries count towards ATP?

If I get my PPL, Instrument, Commercial, etc in the US, then build time in say, Brazil, will those hours count towards my ATP when trying to get hired by US Airlines?

They sure are, as long as they're logged by FAA rules (e.g. if you don't have FAA multi engine certificate, then flight you log on those won't count, nor will dual flights given by non-FAA CFIs).
If you're logging flights by the other country's rules, make sure to keep a separate logbook of FAA hours.

Huh, what’s wrong with flights with non-FAA CFIs? Beyond being loggable as flight time, 14 CFR 61.41 even specifically allows you to credit it as flight training.

You may credit the training, not the total hours, meaning:
Let's say you are a private pilot ASEL getting instrument training by a non FAA instructor on a single engine plane. The training counts toward your instrument rating (per 61.41) and the hours count (as you're the sole manipulator of the controls on a plane you're rated for). Great.
But what if you're getting training on a multi engine plane? Oops. The training might count, but to my understanding, you can no longer count that toward your total hours.

That seems odd to me. How would the training count, if the hours don’t? Besides, your interpretation seems inconsistent with the practice of foreign pilots going for a non-piggyback FAA certificate on the basis of their existing hours.

Now you have me wondering if I get my CFI in the US, (and also comply with any Brazilian CFI rules etc) would my students in Brazil be able to log those hours as FAA hours, making me a more valuable CFI there?
I live part time in Brazil and the strong dollar is appealing if I can get so much more for my money renting an airplane there Time building/instructing

I'd treat the above comment with a grain of salt. I got issued an FAA ATP without ever flying an N registered aircraft. Plenty of people I know have done the same. Did the ATP CTP and ATP flight test in US simulators. Note that due to the way the regs are written, it can be interpreted that only FAA licenced simulators can be counted towards your time but different DPEs have different opinions on that.

Only if they’re training towards an FAA license, which would be difficult to do if they’re in Brazil. You would however be able to give flight reviews and IPCs to FAA certified pilots.

Do the FARs say “in an N-registered airplane?”
Why would you want to “build time, say in Brazil?” It’s difficult to get licensed, probably costs more, offers zero networking, and you have to pay for it rather than the typical instructor path for which you get paid.

14 CFR 61.51
(j) Aircraft requirements for logging flight time. For a person to log flight time, the time must be acquired in an aircraft that is identified as an aircraft under § 61.5(b), and is—
(1) An aircraft of U.S. registry with either a standard or special airworthiness certificate;
(2) An aircraft of foreign registry with an airworthiness certificate that is approved by the aviation authority of a foreign country that is a Member State to the Convention on International Civil Aviation Organization;
(3) A military aircraft under the direct operational control of the U.S. Armed Forces; or
(4) A public aircraft under the direct operational control of a Federal, State, county, or municipal law enforcement agency, if the flight time was acquired by the pilot while engaged on an official law enforcement flight for a Federal, State, County, or Municipal law enforcement agency.
