Came up on a PC and looking to upgrade

It's probably fine as is, but as I'm trying to image Windows 11on it (previously linux) I see the chipset's not supported. Because I got it as sort of a hand me down, I don't mind putting some money into it. Let me know your thoughts?

I'm thinking upgrade the chip, Windows 11 spurred the thought (I know there's workarounds) but for performance too, upgrade the cpu cooler with the chip, I have a 990 ssd so throw that in there, and upgrade the GPU, but I'll say more about that at the end.

Cost to me: about $1,000
I have 2 main plans for this. For me, I've been creating visuals and doing live visual production with touch designer and resolume, previously with a decent laptop. So pretty excited for what I can do with some added power. Not looking for advice on that front as it's a bit nuanced, but if anyone had some I'm all ears.
And my kids have been bugging me for something they can use for VR gaming. An old HTC headset was also part of this kit I got so, however good that is I'm sure we'll enjoy it.
My main 3 questions are:
- How's it look? general thoughts? Cooling / PSU enough? Bottlenecks?
- Expectations on GPU price changes in a few months? Will things like the 4060 drop? Also I don't know much about GPU's but the ProArt seemed pretty good.
- I probably wouldn't have built focused on an AMD processor but it's what I got. I can probably live with the hurdles but if anyone has any input, let me know.

Unnecessarily bulky cooler. Pick a Thermalright Assassin Whatever for third the price.
AMD CPUs are awesome. I had both Intel and AMD in the past years and had 0 issues with either. The 4060 ti on the other hand is one of the worst cards on the market. You pay the "nVidia premium" price and get a rather bad card. If you insist on Team Green, at the very least the 4070 Super should be picked.
Regarding prices: Let me check my Magic 8 Ball.... Seriously though, who knows? We don't see into the future....

Thanks for the tips! Yeah there’s reasons for going nvidia though. I could do 4070.
And as far as prices, it was more like, general trends that happen when new gpu’s are released. I haven’t been watching the space too closely so don’t know if there’s usually a shift. I feel like it’s probably not worth planning around too much.

Well there is the Black Firday craze, and supposedly the 5090 is to be released this year, but that won't affect low-end card prices too much. Other than that, there is not much to wait for a few months.
