Disabled parking is managed individually by each county council, so you will need to look up the details for the area you plan to visit.
In my area (Cardiff), blue badges can park for up to 3 hours in residential parking, double yellows and single yellows. I imagine it will be very similar across the UK but you don't want to be caught out so need to double check before using it.

I know for a fact blue badge holders can park in Resident Parking Zones for an unlimited amount of time - unless those areas are time controlled - in my local authority.
