PC won't boot with PCI device installed

Hello folks,
First of all I apologize for my English, it's not my first language..
So I have recently purchased a PCI wifi/bluetooth card for myself and my wife's desktop. I know the ethernet cable is always going to be the best solution when it comes to network connection, but we really needed this PCI wifi/bluetooth card because of the cable issue.
I ordered 2 from aliexpresss (WI-FI 7 FV-BE8800Pro) and it worked fine on my computer.
The problem is with my wife's computer.. The PC won't boot, and the VGA led light comes on red.
Removing the PCI card, it boots up just fine.
At first I thought the card was defected, so I tried one that worked on my computer in my wife's PC, and it didn't work either. One that didn't work on her PC, works fine on my PC.
So I guess the card itself is fine..
I also tried installing the PCI card on different slot, it didn't work.
I tried removing the GPU onto another slot, it didn't work.
I even upgraded her PSU thinking maybe that's the issue (which is highly unlikely but her PSU was so old anyway, I decided to change that with a newer one regardless), but it didn't solve the problem.
I read the manual to see if there was any interference issue, but I didn't see any.

Any thoughts folks?? I guess the only thing I haven't tried is the BIOS update, which is my last resort..

that card uses the intel be200 really doesnt like amd systems, i've seen other posts reporting their system not booting with that card installed. if you can just get a card with AX210 that works fine
