All rust can be fixed but maybe shouldn't. I am pretty sure I have seen cap plates for this year rams. If you have metal working/welding/painting equipment go for it. Rust is like an iceberg though. Be prepared to get a moment of clarity in your garage at 2:17 am as you are staring at the bed tied to the ceiling while sitting on the seats that used to be in the trunk as you figure out how to get the rear axle out from underneath with a wall in the way.
