microsoft 365 basic business plan/entra id

Hi all,
Does anyone know if the Microsoft 365 basic business plan comes with Entra ID? I’m trying to learn basic Entra ID(creating users and groups). I’m little confused when looking at their pricing plans.

https://developer.microsoft.com/en-us/microsoft-365/dev-program Free E5 every 90 days as long as you log in. Perfect for testing.

I believe they have suspended that program. Right now I only have a 30 days Microsoft 365 trial.

Entra ID in itself is free, but you won't get access to the premium features.

Entra ID has a completely free tier that can exist without any M365 subscription.
