Yes, they were fined heavily for this specific advertisement and the federal government limited MTV's broadcast hours for 18 months as a result. This was a HUGE scandal, back in the day.

No. The FCC mainly applies to broadcast tv. Cable channels like MTV didn’t have the same restrictions that broadcast tv had.

The FCC had rules like you couldn’t air tv shows or commercials with adult content before 10 pm, or something like that. Afterwards it was fair game. You would occasionally see R-rated content late at night. The rules about alcohol and tobacco were more lax in the 1980s. I’m not sure when they started to become more strict.

I remember beer commercials non-stop in the 80s. I feel like there were still a lot of beer commercials in the 90s and 00s too though. Not much recently. Heck, like 60% of all ads now are drug ads. You barely even seen many of the types of ads that used to super common today.
And I know there have been vodka ads in recent times on broadcast TV.

Besides, it was our parents that would buy them for the HS parties. They asked us which ones to buy knowing well that they were alcohol.

Fun fact: it would be perfectly legal to advertise hard liquor on television, but the distilling industry had a "gentleman's agreement" with the FCC to stay off television from 1949-1996. It's still pretty limited.
