Can you pay someone to build a bunker?

Hi, I'm new to prepping and was interested in fallout shelters/nuclear bunkers. Can you pay people to build a nuclear bunker or do you HAVE to build/install it yourself? Is it possible to buy a premade bunker?

Tbh, unless you live within 15 miles of a high priority target*, I wouldn't even consider wasting the money on a bunker.
*High priority targets are land based ICBM launch locations. The likelihood of you living within 15 miles of one of these launch installations is pretty much zero. The three bases involved are Minot AFB north of Minot, ND, Malmstrom AFB in Great Falls, Montana, and Warren AFB west of Cheyenne, WY.
Ballistic missile Submarine bases, there's two US bases in the entire world. Kingsbay, GA. About halfway between Jeckyls Island and Jacksonville, FL, and Bangor, WA north of Tacoma and west of Seattle across the sound.
And the third is any base housing the third part of the triad, long range bombers, Whitman AFB south of Knob Noster, Mo, Nellis AFB in the southern Deserts of Nevada, and Barksdale AFB in Bossier City LA (north of Shreveport.)
The final high priority target is Washington DC itself.
Nuclear war is not likely to extend beyond these areas so unless you live near them, a bomb shelter shouldn't be a real priority.
Fallout would be effectively blocked by most any structure, so stay inside for a week and then book it out of there.

As a nuclear target? Not a high priority target. It might be targeted as part of a second wave retaliation to our retaliation, but it would be difficult to get a bomber down there without it being shot down first, and you'd have plenty of time and warning to get away from the area before a bomb could be dropped.
It's not important enough to warrant either an ICBM or SLBM missile.

You mentioned submarine bases, but aren’t there 3 locations in the world that are necessary for communicating with the submarines while they are on mission?
I am in Maine and have read before that the area near Lubec ME would be targeted because one of those facilities is located there.

I served on subs, and spent time on a boomer. If it comes to nuclear war we'll rely on E6-B Mercuries (STRATCOMWING 1 HQ in Tinker AFB in Oklahoma) to communicate with submarines and other nuclear assets. We have two Mercuries in California at Travis AFB for the Pacific subs and two at NAS Patuxent River in Maryland for Atlantic subs. They are part of the TACAMO (TAke Charge And Move Out) communication system. They remain on full readiness alert at all times and would scramble the minute NORAD sent word of a launch.
Fun fact, up until 1991 these jets flew nonstop, and one wouldn't land unless another was in the air already, but budget cuts due to the end of the Cold War changed how we operated with these.

What I have read did explain that both sides know that they would be f**ked when it comes to the response from the other side’s subs because that can’t be stopped, but that anything which could delay that response (even by a few minutes) would be worth spending assets on.
All the better if that isn’t true. Not that I am that close to Lubec, but beyond that possibility there isn’t much to attract attention for most of Maine.

Yeah, if you can stop those subs it would be worth it. Taking out the land based transmitters just wouldn't do that though.
It's pretty simple, ICBMs are mostly going to be targeting the other side's ICBMs.
From here, you scramble bombers. Something that was said in an old movie, By Dawn's Early Light, by James Earl Jones is very much true here. Bombers are meant to provide a pause for the government's to talk. Bombers can be called back and used to show that we're willing to talk. No missile can be called back once fired. These bombs are used on military assets and bases not directly associated with the nuclear triad, and potentially large civilian locations, especially if there's important pieces to the opposing chain of command in the cities.
Then, if this stage hasn't been successful at defusing the situation you let the missiles fly from submarines for one final fuck you.
So really, there's no reason to take out transmitters. We wouldn't be using them to launch our SLBMs and instead relying on the TACAMO planes.

I depends on how detailed you want to get. Are you looking at building a solid storm / fallout shelter or are you wanting to expand into areas like over pressure valves, fallout filters, and a real SPF rating. Most quality custom home builders can follow a design spec laid out in a architectural engineering plan... and being in the Midwest they are pretty common. Some of the more detailed items you might need to seek out an engineer that has experience in C/B/R hardened facilities.

They do exist, very few reliable indeed as far I heard, and VERY expensive ("niche" or industrial costly devices). First where do you live and any risk of nuke in the area. A bunker does not protect unless the military grade against the epicenter of the blast. For the average area, mostly protection against the blast wave (not worse as tornado). As for fall out, from zero (new thermonuclear) to higher levels. Overlooked, the heavy ground air pollution from the burnt down / broken down area, think to 9-11 or any chemical plant fire or wildfire at +++.

THere are engineering and permitting issues to deal with that I wouldn't recommend a DIY version unless you had a lot of skill and experience in the area.
But do you really need one? you didn't mention where about you live, and I can guess there is a high chance you are no where near a priority target to need one, and even if you did, would you have the time to seal yourself inside one?

Yes. There are tons of bunker builders on the market. Some better than others. I’m a bit confused by the question since fall out/storm shelters have been a thing for idk how long and you think everyone was made by the home owner(s)?

Maybe checkout Jerryrigeverything on YouTube. He recently had a bunker built in his yard and goes through the steps of construction and how much it costs for materials and labour etc
