What causes freezes in every game with high FPS and consistent frame times?

I have this issue for years now, I can no longer enjoy gaming because of it. It looks like the game freezes for a few miliseconds, several times a minute, before returning to normal. I have tried everything I thought be causing this problem. I reinstalled Windows several times, messed with Vsync, G-sync, FPS lock with RTSS, disabled full screen optimizations and Game Bar, set priority to high, ran MemTest86 for possible RAM erros etc. I even replaced literally every single component of my PC, tried different HDDs and SSDs, monitors etc. but this error still persists.
My specs:
- CPU: AMD Ryzen 5 5600
- GPU: Gigabyte RTX 3070 Aorus Master
- RAM: G.skill Aegis 2x8GB 3200Mhz
- MOBO: MSI B450M PRO-VDH
- PSU: FSP Hyper M 700W
- HDD: Seagate 1TB 7200 RPM
- SSD: Samsung EVO 980 500GB NVMe M.2
Here is a video I made of Assassin's Creed Valhalla. You can clearly see these millisecond freezes. I have this in every game. I have my FPS locked to 60 in the video, but It's even worse without it.

If your problem isnt solved, i'm guessing it's the ram, try upgrading to 24 or 32 gigs

Had this issue. Looked up somewhere that disabling unused audio devices on device manager fixes this issue. I found out that my device manager keeps refreshing itself as if it kept detecting a new device. Turns out my cheap webcam with a microphone had a bad USB connection which caused device manager to geek out. Unplugged it and my game ran smoothly. Hope this helps anyone with similar issues
