So that's an air-cooled engine, but the front fascia retains the lower, water-cooled radiator grille for some reason.

Its a Porsche aftermarket swap for their raceteam. Those are race engines.

Not aftermarket. Literally built by Porsche at a Porsche factory with Porsche 3.2l 6cyl Engine and suspension from a Porsche 911 and Titled with a Porsche VIN. The CEO of Porsche at the time got a nice leather clad version for himself as well.
