How to fix power locks in car (not actuators)?

Hey. I have a 2008 Toyota Camry that I picked up used last year as a first car. One of the previous owners did some massively fucky things to the car electrically (wrong voltages for fuses, missing fuses, random things being disconnected, a stupid brake light replacement, etc). Most of this stuff has been fixed now, except for the power locking in the car.

I've been working on fixing the power locks since I got the car. None of them work. No sound is made when I push the lock/unlock button on the driver's side or passenger's side door. I've looked at the actuators, which are not corroded and don't receive voltage. I don't know really what else to do. I've looked at wiring diagrams but find it really hard to understand what's going on. If someone has had a similar problem or any advice on what steps to take next, I would be very appreciative.
