Can you put smaller rims on a car?

I have an 01 Monte Carlo. Comes with 16 inch rims that are originally and really beat up and rough to look at. Someone in another town over is parting out an 88 Monte Carlo. The rims on that car look immaculate like brand new for being 88 rims plus I like the look of older rims. It has the same stud lay out as mine but they are 14 inch rims. If I put them on would they work well or would there be any issues. My car is already kinda low to the ground so I’d imagine it would make lower. What about performance, fuel Mileage, winter performance etc. thanks

The easiest way to get a safe answer, is going to be Tire Rack's Winter tire packages system.

Once you select your car, and package, it'll give you an option to buy same size wheels/tires, or if it's possible, move down a wheel size, and what the recommended tire is for that size.
You don't have to buy those of course, but the numbers are good to spec what you're looking for in size, offset, and tires.

Is tire rack accurate with all of that? I want to size down for snow tires for my car from 18 inch rims to 16s because the tire price and options are better at 16 in. I'm just afraid of the rim not fitting over the caliper event hough their website says it will work.
